Halal Development Corporation (HDC)

The Halal Development Corporation (HDC) plays a pivotal role in developing Malaysia’s integrated and comprehensive halal ecosystem and infrastructure, aiming to position Malaysia as the leading global player in the halal industry. Established on 18 September 2006, HDC serves as the central coordinator, promoting participation and facilitating the growth of industry players within Malaysia’s halal ecosystem.

As an agency under the Ministry of Investment, Trade, and Industry (MITI), HDC is the world’s first government-backed halal industry development corporation.

HDC has significantly advanced Malaysia’s halal ecosystem, transforming the country into a global leader through opportunities, investments, trade, employment, information sharing, and technology transfer. Malaysia now boasts a diverse and competitive halal ecosystem that connects the government, industry players, and consumers.

The halal industry is evolving into a lifestyle choice, driven by over 1.8 billion global Muslims and increasing non-Muslim consumers. Malaysia, a leading global halal hub, contributes an annual export value of USD 10 billion, approximately 4% of the country’s total exports. The total halal industry is projected to reach USD 30.6 trillion, with USD 7.7 trillion from Muslim consumers over the next decade.

Aligned with the Halal Industry Master Plan 2030, HDC aims to elevate industry players to the next growth level, creating a business-friendly environment to meet growing demand. With government-backed policies and initiatives, Malaysia is set to strengthen its position as the nucleus of the global halal industry, expanding into non-food sectors such as pharmaceuticals, cosmetics, personal care, logistics, hospitality services, and medical devices to meet the demands of the New Economy.
